I watched that scene in Bounce and to me it seemed kinda strange cause you never see Tony really talk to Palmer. If the writers have maybe had Tony and Palmer talking in other eps I could believe it but to me the scene just seemed strange and when does Palmer know Gibbs rules. HOw would he know that Tony was doing rule 38??? Nah you needed more eps to make that scene believable like they were friends. I think they just needed someone who was not part of the team to be a sounding board for Tony to talk to; now if they build on it in S7 then I could see it. But since Tony and Tim seem to be hanging out and becoming friends as well as working on team gibbs. Thats just me. 
Funny, actually I disagree with that. The brilliance of Bounce is it gives us a glimpse through the window of what things were like when Gibbs was 'retired' and Tony was in charge of the team- besides the "campfire" of course. Clearly Palmer and Tony did this often when Tony was in charge, and we are getting to see that.
(BTW, in another episode we glimpse we get is how much faith Jenny placed in Tony and how much he grew and she learned to rely on him when Gibbs was gone. Sometimes there is no going back, so even when Gibbs returned Tony still reported to Jenny on special assignments...)
Your observation brings up a peeve of mine. They didn't even let Gibbs stay in Mexico for even one lousy episode before he had to come back and rescue Ziva, then help Fornell, then he's back on board. It would have been fun to explore the Tony team-leader dynamic for a few episodes-- and that is when we would have seen the Palmer/Tony show unfold. I think it was a lost opportunity for some fun shows.
