I don't agree. Tony doesn't need the independent type, at least not the "Ziva" independent; he needs a woman who can look after his needs and be there for him when things on the job bear down on him and he needs to "get away from the office." That's why it was so easy for him to fall in love with Jeanne. The only thing Jeanne was whiny about and what she needed from Tony was a solid commitment. She loved the guy, but, on the other hand, knew he was a player, so she needed some assurance that he was serious about the relationship. If you were in her place, you would want the same, wouldn't you?
Towards the end of the "Frog" story arc, Tony was finally able to give her that commitment, in spite of himself, but the nature of the undercover work he was doing for Dir. Sheppard doomed the relationship practically from the beginning--yet another story about star-crossed lovers who ultimately had no control over the events that doomed their relationship.
