I have noticed that some commercials have audio volume 10-20 db higher than the standard for shows and most commercials. If you aren't quick on the mute button, you are blasted out of the room. The worst offender is HughesNet, but there are others close behind. Why are these audio levels not managed by USA Network?

I hear ya on this. It seems like it was just the last 4-5 months that it got to be so bad that I won't watch anything not recorded on my DVR. If someone is sleaping the the next room the commercials will wake them up in a flash.
I guess the advertisers would rather us not watch thier ads than allow the network to maintain a civil volume.
