So, I just finished the last season, and I got to thinking - is it possible that nothing has changed? Here's what I mean, in the future, we know that the world is in desperate turmoil - out of water, lawless, people starving to death- EXCEPT for one city where the elite live with their water and food and things.

So the poor people get together and create the 4400 to go back and help the world, to give them abilities to fight the elite. BUT, what if this is what caused it in the first place. What if it's possible that Seattle (which has become Promise City) with its abilities, is what becomes the elite's city in the future. And those without abilities, those P-neg people are the ones who become the outsiders at war with the P-pos - or elites.

Did this make sense to anyone? Any thoughts?

The more I think about The 4400 the more confusing it gets. I loved the show it made my summers. As to where the story was going I don't know. The future people speak of a catastrophe and humans were dying out and 4400 are suppose stop this. In 3rd season's "Gone", the future says the 4400 are failures and they took Maia & other children to fix this but I believe the kidnapping is just a trick to maneuver Tom into doing their bidding. And the Marked/Elites hate P-Positives so much I don't see how they could be the same. And how could the poor, starving and powerless people on the outside have the technology to time travel. I think the Elites, Pro-4400 Future people both live in the city since there is only one left. But you never know they could be lying. I hope the books make some sense out of this situation because I can't tell what really the truth.
