Sorry Vicki4400, I think you're mistaken, otherwise why spend your time on the USA message boards . .
Look, 4400 asked an important question as a reflection of a society gone very much astray since the 2000 election and 9-11. Looking at the way in which we conduct ourselves and the impact that has on our children's future is something no other television show was, or is, doing. I'm not trying to wax philisophical but look at it's over-arching message; is it too late to right the wrongs we've inficted? Can we create a better life for us all and future generations? Whose idea for the future is best on the whole? Of course, nothing that can be "answered" but will certainly make us think.
Art informs, holds a mirror up, enlightens; 4400 did all of the above showing both perspectives, both sides. No it wasn't Shakespeare or Chekhov, none of the writers would argue that I don't think, but the plots were intriguing, characters interesting to follow and learn about. Take Diana's turn from hard line g-man in the first few eps to feeling herself swept away with maternal bonding for Maia. That arched the entire first season and continued to grow through all four seasons.
The characters were people like you and me, even those with "abilities." The direction was wonderful and the acting delivered to reflect the viewer and help to draw us in to "our" story.
No I don't work for USA, but I love vision that aims to help us or at least get more people thinking aobut how to make life a better place for everyone.

USA runs the most asinine programs, like Psych. Why does junk like that continue, and the 4400 get cancelled.
