Leon Vance is now officially a full-time character. Rocky Carroll has been named a NCIS regular according to Variety. Congrats to this versatile actor.

LOS ANGELES, June 16 -- Rocky Carroll joins the cast of NCIS.
LOS ANGELES, June 16 - Rocky Carroll joins the cast of NCIS next season as NCIS Director Leon Vance, an intelligent, highly trained agent who in the season finale showed his power over Gibbs (Mark Harmon) by re-shuffling his team. In this past season, Carroll was a recurring guest star portraying the Assistant Director, but following the murder of Director Jenny Shepard (Lauren Holly) in the season finale, Vance was promoted to Director.
Tony Award nominee Rocky Carroll previously appeared in "The Agency," and with NCIS co-star Mark Harmon in the long-running hospital drama "Chicago Hope," both on the Network.

I like Rocky and his character Leon Vance. So happy to see him joining the cast. 
He kinda scares me. But the toothpick is a nice touch.
I really don't like him. He Screwed up the team and is just a very shady character. I don't think he will be around very long. I really DON"T like him.
