A lot of times a show will tease a situation like that over a long period of time, almost like planting a shark to jump later on if the ratings begin to soften. Once shows resolve that relationship--either by having the two characters get together or by finally removing any possibility of it happening at all--the tension there is gone and the ratings actually drop even more. I am hoping they don't go there with Monk and Natalie. You could argue there are multitude of directions to go with this after they start a relationship here, particularly with respect to all the peculiarities with the Monk character, but I've rarely seen it pulled off well and it's never produced results that were worth making the change. It's almost always seen as a desperate move by viewers--like introducing new child characters or making drastic changes in storylines or main characters. Personally, I'd continue developing the current relationship here, going as far as I could without actually consummating it, and also work on the relationship between Monk and Julie as sort of an almost father-daughter thing.
I know--I'm a buzz-kill. Sorry.

I am a shipper, I really want to see Monk and Natalie together, but when I affirm this, I do not mean they should be together
this season.
I agree with you Yvette88, when you say that as soon as the main couple in any TV show assume their love, the tension is gone and the show walks to its end.
But I do believe the authors should work a bit their relation. Until now, just a minor indication of this tension was mentioned, and we, the viewers, infer that it could might have been taking place something in this area.
So, as a shipper and a fan of the show, I really think the authors could slightly introduce more shipping moments, making the tension grows more during this season, but still leaving enough space for it to grow larger on the three other seasons to come!!!
Another thought: If we face some good romance during this season, if there will be kisses and promisses of eternal love between Monk and Natalie --( Ok, I am being too pushing here)--- I am pretty sure we will not see another season next year.....for this I really pray to the God of Careful Writing and for the Goddess of Plenty Care of Viewers´s Sake to put wisdom on the writer´s hands, and make them work on this tension slowly and nicely, but not definetively.
Hugs
