Jeff screwed himself over and any push he gets will be a pity push for him losing his house.
Matt has always been in this position. High mid-carder, always gets the pops, fairly consistent performer, but never goes anywhere with it.
At this point, I would say Matt has the better chance, but having said that neither would be my candidate for any major championship push.

The reason i ask is because Matt posted new blog on his Myspace page and he says the WORLD TITLE is next...here is what he wrote,
We did it! The U.S. Championship is mine!!

I think The Hardy Boyz are coming back soon. Anyway I think in a few years Jeff will win the WWE Championship.
