I suspect that James wears a vest for the same reason that I do: to stay warm.
Here in Michigan, when the temperatures hover just above freezing, I find that wearing my down vest is a great way to stay warm without getting too hot.
I feel sorry for James, who grew up in San Antonio, Texas.
Even in the coldest months of the year the LOWEST temperatures in San Antonio are usually @40 degrees F. It's a lot colder in Vancouver, B.C. What the heck, here's a comparison of the average monthly HIGH temperatures:

BTW, for those of you who have the idea of Texas as dusty and dry, San Antonio gets more rain than Vancouver from April through October.
