I'll start with the obvious:

Scenes (the ones that come to mind. I'm sure there are plenty more):
I'll just prefix this by saying season 1 had a lot of EO touching. Close proximity stuff. Then it stopped towards season 5 unfortunately. I only picked out the main parts in the episodes, but almost every episode has some EO touching! WOoo.
Payback (1x1): There's the beginning where Cragen says the seam is uneven in Spicer's taxi license, and he has the magnifying glass out, Elliot leans over to Olivia and whispers "Police work" and she laughs. Very cute. Also, where Elliot has his hand at the small of Olivia's back on their way into the diner. Also, there's a nice part between them after they visit the blind rape victim.
A Single Life (1x2): There's the part where Elliot kind of just stares at Olivia when they're talking about Monks and Monkettes. It's random, but there.
Stalked (1x8): The part where Elliot takes Olivia to her apartment and refuses to leave until she flashes her lights. Then, the next morning (or the one after), he turns up to her apartment and we have the infamous Orange Juice scene. They share the orange Juice and some banter and head off. Also, just before Olivia goes in to interrogate White, Elliot leans very, VERY, close to Olivia to talk to her.
Closure (1x10): Despite Olivia bedding Cassidy, there's a cute part where Elliot and Olivia are chatting at her locker about her sleeping with Cassidy. It's nice.
Bad Blood (1x11): Elliot helps Olivia (with Munch to some extent) find her father. There's the scene in the car at the end and the part where he tells the perp/suspect to apologise for calling her sweetheart.
Misleader (1x17): There's the initial crime scene recovery where Olivia says Elliot carries her purse for her. It's cute.
Slaves (1x22): There's a few in this one. There's the part with the 'lint' when they initially interview Morrow. There's the part where they go to the Morrow residence to find Ilena and Olivia's at the fireplace and Elliot crouches down next to her (almost ON her) to see the photographs. Then they run to the bedroom and work together to open the random S&M closet. The they figure out where Ilena is hidden and Olivia slaps Elliot's chest when they realise the rug was in the bedroom, and then they use their muscles to find her. Then the end when there's a close up of the Detectives in the squad-room where the psychiatrist is telling Cragen two of the detectives are crazy, Elliot and Olivia (as CM and MH one would imagine) give each other this awesome little hi-five.
Taken (2x8): There's a deleted scene where Elliot comforts Olivia at her mother's funeral. It used to be on youtube, but it's not there anymore. Just some general comfort between EO.
Paranoia (2x14): There's the beginning where Elliot's spewing into a rubbish bin and Olivia pats him on the back to see if he's ok. Then Elliot finds out he's HIV negative, and Olivia walks up behind him in the diner, pats him on the shoulder and sits opposite him. It's a cute little scene right at the end.
Countdown (2x15): There's a few little moments between them while they're working together to find the creepy-toothed guy. This is one of my favourite episodes.
Scourge (2x21): Very much like Countdown, it's more of EO working together which rocks. There's a deleted scene (on youtube) where Elliot and Olivia are promoted. There's also a scene where they find Varney and Elliot circles the dude and Olivia keeps his attention and BAM! Lol. Fabulous.
Wrather (3x2): Part where Olivia shoots the dude and Elliot takes her gun and she tells him to not touch her. Despite that, it's pretty intense. And the part where she finds her police details and chews Elliot's ass for putting it on her in the first place. And then she's crying in her apartment and the end and there's knocking at her door and her phone's ringing and you realise at the end Elliot's banging on her door and trying to call her. Sadness.
Ridicule (3x10): When Elliot, Olivia and Warner are re-creating the scene, Olivia is holding onto Elliot's arms as they try and figure out how the woman was hung.
Monogamy (3x11): Olivia confronting Elliot about his foul mood, and telling him that he's on the fast-track to losing Kathy if he doesn't start communicating.
Popular (3x16): Elliot grabbing Olivia in the corridor at the beginning to ask her for a favour. Then they're running down the list of the ER patients and school students at the table - it's a cute scene.
Chameleon (4x1): When Olivia says nobody checked her ID when she signed for Elliot's credit card when she was buying a present for him, and then he says it's cause she looks like a cop, and she's like...I do not look like a cop. It's cute. Also at the end when Maggie goes to attack Olivia in the interrogation room and Elliot jumps in to help.
Disappearing Acts (4x5): The part at the end where the WPP people are murdered and Elliot and Olivia are arrested and need to clear their names. They stick together in this eppy and I love it.
Juvenile (4x9): When Elliot and Olivia are in the diner eating lunch and Melinda comes in to talk about the stomach contents of the victim. Olivia says she no longer feels hungry (can you blame her), she pushes her salad away and Elliot takes it and eats it. It's cute.
Risk (4x12): Most of this eppy. The part in the bar where they're undercover; Olivia as Donna and Elliot and Greg. He buys her a drink and flirts. I love it. Then he gets punched by the dude and back at the precinct Fin or Munch asks how he is and Olivia coyly responds that he'll live. Finally, the part where they're undercover again, and Olivia is Elliot's wife. Calls him baby. It's all very sweet.
Privilege (4x17): The part where Morales is telling Elliot and Olivia that the victim was pushed, not killing herself, and Olivia and Elliot re-enact it. Olivia pushes up against Elliot to show how she could've died. Innocent, but lovely. LOL!
Futility (4x22): The part where Olivia is on Elliot's porch waiting for him to talk. It's a nice scene between MH and CM; wonderfully acted.
Perfect (4x24): The beginning where Tucker is trying to get Benson and Stabler to take the case and they stick together to tell him to push off. Then they're doing that laser thingo to figure out who shot the vic and it's on Elliot. It's not a huge EO scene, but I like how Olivia says "El, it's on you". And the little glance they exchange when the Dr is telling them his therapy treatments would make him amazing in bed, and the little part before that.
Soulless (4x25): The part in the sedan while Elliot and Olivia are waiting for Max, Mitch, Eric (whatever his name was) to return home.
Mother (5x3): The beginning where Elliot asks Olivia if she wants to drive. Most of the episode in general as well. Especially when they're interrogating the doctor. It's funny.
Loss (5x4): When Alex is shot, Elliot covers Olivia. When they show that Alex is still alive and they're kind of stunned, I like how they're there together.
Coerced (5x6): The end when they're trying to find the little kid and they get to the abandoned/boarded up place. The whole sequence of events with them going into the house to find the kid is pretty cool.
Control (5x9): Where Elliot interrogates Olivia in the hotel room after the perp is murdered. Awesome scene between CM and MH. Great stuff.
Bound (5x23): The end when Olivia and Elliot are pretending to fight to confused the suspect. Very good scene between EO thanks to CM and MH.
Head (5x25): The part after the woman grabs Elliot's balls and Olivia's telling him he'll be ok in the hospital corridor before Tucker arrives. And then she defends him when Tucker tries to make him snap.
Ok, I'll do more once I get some sleep. It's entirely too late for me to continue! Lol.

Soulless (4x25): Forgot this part; the part where the body of the rape victim washes up and Warner finds Olivia's business card in the vic's mouth. Elliot squeezes Liv's shoulder in solidarity.
Abomination (5x8): There's the part where Elliot helps the lady out of the apartment building and he keeps the door open so he and Liv can go into the building to make sure the washer/dryer isn't burning out. It's cute little deception thing they do.
Scavenger (6x4): EO working together to find RDK. Love this episode.
Doubt (6x8): This eppy is very much like Burned. Olivia and Elliot are on opposite sides when it comes to what the victim and suspect are saying. Great stuff between Elliot and Olivia. Look out for the part where they're making coffee and Elliot says "I'd hate to be on that jury" and Olivia replies, smiling, "At least we can agree on something". This is the episode when it becomes apparent that Kathy's left Elliot.
Weak (6x9): This episode has a lot of EO tension. Big time. It has a lot to do with the presence of Hendricks who Elliot sides with. Olivia gets quite jealous. Elliot's like "what's you problem?" and Olivia replies, "I get you're on the rebound and everything, but if you could keep it out of work that'd be great".
Haunted (6x10): The half-hug in the hospital corridor after Fin's shot.
Contagious (6x11): Two main scenes. First is when Elliot explodes at the wife of the suspect in the basement and leaves the house. Liv follows to try and calm him down. Elliot's crying and Olivia's telling him to see his kids. Then at the end, after they find the person who did it, Olivia tells Elliot to go into the squadroom. It's Elliot's birthday, and Olivia called his kids to come down to the precinct to have cake with him. It's a really beautiful ending.
Rage (6x17): Liv helps Elliot out in interrogating Rickett, then at the end she's with him at the house of the old woman in the nursing home. Rickett comes back with a girl and Olivia shoots Rickett so that Elliot wouldn't feel the guilt associated with shooting someone you hate like she did in Wrath. I think it was a wonderful thing she did for him. The last 10 minutes is some good EO.
Intoxicated (6x19): Liv feels the effect of a case that reminds her of her mother. This is another one like Countdown - just he and Olivia working well together.
Blood (6x21): Olivia comes to see Elliot at the precinct after he fails to answer his phone, to make sure he's ok. Similar to Blood. It's a case that affects Elliot and Olivia's there to support him.
Ripped (7x4): Elliot takes the case too personally and he and Liv fight a bit. Great EO tension.
Raw (7x6): Elliot gets shot and Olivia visits him in the hospital room.
Starved (7x8): Olivia goes undercover for speed-dating to catch a rapist. There's a cute little scene with flirtation after Olivia's initial stint. Something about her not being his type and Olivia saying that there was definitely something there. There's a hint of Elliot jealousy.
Fault, Fat (7x20), Web (7x21) and Influence (7x22). All EO episodes to some extent and all fabulous in their EO tension. None more so that Fault (7x19). Great episode. Makes me want to go and watch it now!
Informed (8x1): Liv leaves to go undercover. Sadness for Elliot, he calls her house and the phone's disconnected.
Choreographed (8x9): Liv returns. A lot of tension, initial contact where she enters the room where Elliot's trying to get info out of the mute. Then at the diner where they're sitting in silence, then the interrogation of the guy with the broken arm. It's the eppy where they're trying to get back into the groove.
Sheherezade (8x10): This episode always confused me. In this episode Olivia and Elliot are completely buddy-buddy. Out of character for the entire season, but EO nonetheless.
Burned (8x11): So many EO moments to choose. From the arguments in the precinct, to who they believe in the case. Much like Doubt. Nothing beats the scene on the porch out the front of Elliot's apartment. Gorgeous. But I love the entire eppy.
Loophole (8x13): The beginning when Olivia rides with Elliot to the hospital and is sitting with him in his room while he's being treated. Really cute. And the end when Elliot tells her to break the rules. They're in the precinct late at night and Olivia doesn't know what to do next and Elliot tells her to take a back way (see: illegal) to get the information. The end result is Olivia and Morales in a toilet cubicle. Lol.
Dependent (8x14): Liv prooving the entire episode that Elliot's innocent. Loved it. I just ignore the ending.
Haystack (8x15): The end when Elliot find out Olivia has a brother.
Philadelphia (8x16): The entire episode. This is EO heaven. There's Elliot following Olivia around everywhere and sticking up for her the entire episode, there's Hendrick's analysis that they're too close and the scene in the car where he comforts her about family. Great stuff.
Florida (8x19): "Thank you for trusting me". Enough said. Oh, and Poster-boy for rage? Cool.
Blinded (9x7): Liv cradling Elliot after he's attacked.
Paternity (9x9): The Hug. Tingle tingle.
