i would suspect those two. or given the atmosphere of the world he hasn't been charged really with anything yet.

At the minimum, he attacked gov't employees outside of Promise City and just by having Isabelle with him, it could be construed that he was aiding and abetting a known fugitive.

Well, let's be honest here. The last we saw Richard in Season 3, he was a big hero. Nobody outside of Jordan's top people knew Richard had anything to do with the promicin distribution, and in fact, he walked out rather than have anything to do with it. Richard saved the lives of Tom, Diana, and all those children, and he took Isabelle down. Yet three months later, NTAC is looking for him and he's a fugitive hiding out with other 4400s around the country. Richard was not guilty of anything at the beginning of the season except being a 4400. The government that the 4400 lives under is becoming steadily more repressive towards these people.

But he didn't do that before they started looking for him. Why the concentration on someone who was off the map and not involved in the PC movement?

Also, it appears as though the Marked are targeting the 4400 leaders:

Shawn: Cassie says he needs to be stopped

Jordan: The big Marked guns in Washington D.C. are even after him.

Richard: is currently in custody.

Arguably these are the three most important leaders from the 4400 if they are gone the movement most likely dies.

My memory is a little hazy-was Richard indeed a fugitive before Isabelle attacked the 4400 center? I'd like some clarification on that.

I think maybe Richard is wanted because he was last known to be with Jordan. NTAC doesn't know he was against Jordan distributing the promicin. That's all I can think of why they would want to arrest him. Or maybe it is one of the "Marked" in NTAC that put Richard on the most wanted list just to get to Issabelle.

Aren't the 4400's supposed to have regular check-ins? I would think they are after him simply because he dropped off the map, and also because his ability is very strong.

That kind of makes sense. But didn't they the 4400 that discovered the Marked and made the movies walk after he missed some appointments?

yeah but he did finally check in, and also he was manipulated by the marked, and remember the marked are in high places so they could let him get away with it. besides, the marked probably don't want anyone digging into what they did to him. since his ability is to make movies about the conspiracy truths, the marked may even use him to implant false truths.

It seems like from day one Richard has been on the run.

He helped still the promicin, so he is wanted for Felony theft.
