I don't think they were idiots for reviving ECW, it's just the way they went about it. Fans were starved for an ECW comeback, but the problem was with ECW now being a brand of WWE Entertainment rules had to be changed, and with Vince's ego he decided to revive ECW in his own image of what he thought it should be.
The problem was McMahon didn't think it through. Back in the glory days of EC Dub, matches that McMahon would book with the WWF were PPV-event material matches, yet ECW were booking these kind of hardcore matches AND SURPASSING the WWF with their matches, and yet they were offering them for free to the regular basic cable viewer.
McMahon knew that if he gave too much away at the new ECW, that it would lessen his own PPV cards when Hardcore/Extreme/No-DQ events were involved. So... he pulled back on the ECW bookings, and lessened them. This 'caused the whole revival to go down the toilet, because people went into the new ECW revival expecting to see what they were seeing on the once-a-year "ECW One Night Stand" PPV's, and what they got was the new HEAT program for low-card matches/wrestlers.
