First of all. It wasn't going to be 16 AT ALL. Wallye's obssesed with the number 5. Since 16 isn't a mulitple of five, he wouldn've had to stick to 15 or move onto 20.
Wallye was going to kill the fifteenth person, that person wasn't Leo Gurgis. Jack Bernard set up Leo Gurgis's kill on his own. So yea. Jryan YOU'RE RIGHT.
This is one of my favorite episodes as well. Wally planned to kill 15 homeless people because, as you said, he was obsessed with the number 5. He had only completed 13 when Jack Barnard killed Leo Gurgis on his own, bringing the overall total of homeless people killed to 14. Wally had a system developed to avoid detection and Jack Barnard didn't follow the pattern. It was Wally's bad luck that Goren and Eames were assigned to the case.
